Guidelines for Time Tracking and the DCAA
Organizations that contract with the US Department of Defense must follow specific guidelines that are set forth by the Defense Contract Audit Agency (DCAA). The purpose of contractors following these guidelines is to help ensure an accurate accounting of time and cost information for projects that are awarded by the Department of Defense. Misuse of time and cost can be grounds for a cancelled contract.

Time entry employee uses their labor charging instrument to access the labor system.
Unique login names and passwords. Passwords using user authentication.
Detailed work, task and task list descriptions.
Projects, work, task lists and task descriptions, comment field available for each timesheet, cell entry with organizational defined fields allowing for configurable information need to collect from each timesheet.
Procedures for notifying the worker of the assigned job number.
Notifications and or emails are issued to a user once a new job/project and or task has been assigned to their timesheet.
Corrections to timekeeping records are documented, including appropriate authorizations and approvals.
Administrative configuration requiring user a comment description for any changes to the timesheet including adjustments at all correction levels. No limit to number of levels. Management approval process ensures timesheets are submitted to appropriate supervisors for authorization.
Changes are initialed, authorized, and dated by the employee and supervisor, and include a description of the reason for the change.
Correction level audit reporting which provides the complete history of changes made to a user's timesheet after the initial submission. Details include modification date, row affected, field affected, initial value, changed value, and change comments.
A verifiable audit trail process is in place that collects all initial entries and subsequent changes.
